Khaberni - Hisham Badawi, the President of the Egyptian House of Representatives, imposed controls on the members participating in the general session to enforce a state of discipline during discussions of legislation and general legislative work, including banning the use of mobile phones.
The President of the House of Representatives emphasized that the internal regulations empower the president to control and manage the sessions and oblige all members to maintain the necessary order and decorum during the sessions, thereby ensuring the smooth running of the parliamentary work and fulfilling its constitutional role optimally.
He also stressed in his speech the dignity and discipline required by the parliamentary standing, affirming that legislative work requires full attention to the discussions and decisions taking place within the hall, and the topics brought up for discussion.
He noted that using mobile phones for talking during sessions is among the practices that negatively affect the regularity of the sessions and lead to disruptions in the discussions and research topics, in addition to potentially undermining the prestige and image of the council.
Badawi called on the members of the House of Representatives to adhere to not using mobile phones for talking during the sessions and inside the hall, to avoid engaging in side and bilateral conversations, or any practices that might diminish the prestige of the House of Representatives, reinforcing respect for the sanctity of the place and maintaining parliamentary discipline.
