Khaberni - The Greater Amman Municipality has issued a tender for the supply, installation, and operation of an integrated smart system for managing and monitoring traffic flow and detecting traffic violations in the city, as part of its approach towards enhancing traffic safety, improving traffic flow, and supporting law enforcement efforts using modern technologies that rely on artificial intelligence and operate in real time.
The project aims to deploy and operate an advanced system for monitoring and managing traffic that includes smart cameras powered by artificial intelligence, a unified central platform, and a secure and highly reliable backend infrastructure, allowing for the real-time collection and analysis of traffic data, and providing a comprehensive view of mobility patterns within Amman.
According to the tender documents reviewed by "Al-Mamlaka," the project includes the supply, installation, and operation of a total of 3,100 cameras distributed across various categories; these include cameras for counting and classifying vehicles, cameras for monitoring no-parking violations, cameras for detecting seatbelt non-compliance and mobile phone use while driving, cameras for accident monitoring, as well as 360-degree panoramic cameras, lane-change detection cameras, and traffic monitoring cameras (CCTV), alongside facial recognition cameras with adherence to privacy and data protection requirements, all within an integrated smart system for managing and monitoring traffic in Amman.
The tender clarified that the installation sites of the cameras will be determined later by the Greater Amman Municipality after the tender is awarded, with the contractor responsible for conducting surveying, installation, and connectivity at the locations designated by the Municipality within the city limits of Amman.
According to the tender documents, the contractor awarded the tender bears full responsibility for the supply, installation, setup, and operation of the system, including the installation of cameras, poles and mounts, and conducting extension, grounding, and environmental protection works, as well as setting up the artificial intelligence functions on the cameras, and integrating the system with the existing systems of the Municipality, including penalty systems, geographic maps, and reports, through secure software interfaces.
The scope of work also includes the supply and operation of the backend infrastructure of the system, which encompasses servers, storage systems, networks, and security systems, with the application of data retention policies enabling active storage for 30 days, data archiving for one year, and implementing backup and disaster recovery solutions, ensuring system readiness to operate around the clock.
The tender requires comprehensive field testing of all system components, conducting acceptance tests in coordination with the Greater Amman Municipality, and full system handover with all technical documents, granting the Municipality full administrative rights to manage and operate the platform, as well as stipulating training for the Municipality's technical and operational staff on using and managing the system, and providing maintenance and technical support services for five years, in compliance with service level agreements that define readiness and response rates and fault resolution.
According to the documents, the smart traffic management platform relies on an interactive web interface supporting both Arabic and English, offering real-time control panels, traffic and heat maps, analytical tools and report generation, an alert system, with support for multiple user permissions, and open integration with the Municipality's systems through software interfaces.
The tender confirms that the ownership of the software, systems, and databases fully belongs to the Greater Amman Municipality, as the tender is issued as part of the Greater Amman Municipality's approach towards employing smart solutions and modern technologies in traffic management, enhancing road safety, and developing a traffic system based on data and real-time analysis to support decision-making.
Previously, the Greater Amman Municipality confirmed to "Al-Mamlaka" that it had started implementing the camera installation project within the smart city project of Amman, with the first phase including 2,500 cameras, noting that the cameras designated for violations do not exceed 30% of the total 5,500 cameras estimated.
Mohammed Al-Jadou', the Executive Director of Traffic at the Greater Amman Municipality, said that between 1,500 to 1,600 of the 5,500 cameras would be designated for speed and traffic light violations and "speed over distance," noting that the number of cameras might increase according to need, and work to activate them will begin partially at the beginning of 2026.
Yousef Al-Shawarbeh, the head of the Greater Amman Municipality committee, earlier revealed to "Al-Mamlaka" about the establishment of a control and monitoring center through a camera system, where 3,000 cameras will be installed, with an additional 2,500 surveillance cameras next year.
