Syria  Latakia Governor issues a circular banning women from using makeup in government institutions

Khaberni - New regulatory measures in Latakia and the Damascus countryside have dominated the public discourse scene in Syria, after decisions concerning the professional appearance of female workers in government institutions, and work controls in private commercial premises.

In Latakia, a circular attributed to Governor Mohammed Osman stirred wide controversy after it was circulated as a decision prohibiting female employees in state administrations and affiliated companies from wearing "makeup" entirely during official working hours. 

While supporters considered the step necessary for regulating professional behavior, opponents criticized it as a restriction of personal freedoms and an interference in women's affairs.

In response, a statement from the Media Directorate in Latakia clarified that the circular is not intended to restrict or infringe upon the freedoms guaranteed by the constitution, but rather focuses on regulating professional appearance and avoiding "exaggeration" in the use of cosmetic products. The governorate confirmed that the aim is to achieve a balance between the requirements of the official work environment and personal freedom, expressing its openness to clarify any confusion in understanding or implementation.

On another front, the area of Tel in the Damascus countryside witnessed a similar wave of controversy following a decision by the city council that mandates female-only sales staff at women's clothing stores. The decision also banned the presence of any male seller inside these shops under threat of closure and administrative accountability, justifying it as a regulatory measure related to the nature of work and its specificity.

This decision opened the door for sharp discussion; some saw it as a step towards respecting privacy and organizing the work environment, while others considered it an intrusion into the freedom of business owners and their professional choices. Activists warned that an expansion of such decisions could lead to deeper interventions in business activity and individual choices in sectors not related to clear security requirements.
