Government Plan for Developing and Activating a Smart Chat Linked to Digital Services

Khaberni - The Ministry of Digital Economy and Entrepreneurship aims to develop and activate a "robot" smart chat through a unified smart platform supported by artificial intelligence technologies, according to the Jordanian strategy for digital transformation and the 2026-2028 implementation plan.

According to the plan, this platform, which comes as part of the fifth project of the strategy, includes responding to citizens' inquiries, guiding them through procedures, and directing them to the appropriate digital services.

The platform also aims to perform some digital government services on behalf of the citizens.

The strategy clarified that the platform will be designed to efficiently handle the Arabic language in both reading and writing, and it can chat with the citizen through phone calls or WhatsApp messages, in addition to assisting people with special needs in accordance with the adopted international standards.

The Ministry of Digital Economy and Entrepreneurship announced in May 2021, the launch of the Jordanian government center "Sanad Jo" for interactive chat via WhatsApp application to serve citizens and respond to their electronic inquiries and questions about government services, but the service is currently suspended upon trial.

Regarding the "Sanad" government application, the strategy stated that it aims to improve the user interfaces in the "Sanad" application through redesigning the screens, simplifying procedures, and updating interactive elements in line with the world's best practices in designing government applications.

The Minister of Digital Economy and Entrepreneurship, Sami Samirat, announced in January 2025 during a press conference the details of the updates made to the "Sanad" application.

Regarding the objectives of the fifth project, the ministry stated that the goal is to improve user experience and ensure a smooth, safe digital journey and increase user satisfaction.

The project also aims to provide a smart and effective communication channel with the citizens.

The project also aims to enhance transparency and positive interaction between the government and the citizens, providing accurate and real-time information, in addition to enhancing trust in the "Sanad" application.

The Cabinet approved in its session in November 2025, chaired by Prime Minister Jafar Hassan, the Jordanian Digital Transformation Strategy for the years 2026 – 2028 and its implementation plan, in the context of updating the public sector.

The Ministry of Digital Economy and Entrepreneurship prepared the new strategy and implementation plan in partnership with government agencies and the private sector using a clear methodology and relying on data, according to best international practices, taking into account the feedback provided by citizens through the draft strategy put up for public consultation.

The strategy is based on a futuristic vision aimed at digitally empowering citizens, employing future technology and innovation to enhance economic and social development and improve the quality of services provided to citizens, through the development of digital infrastructure, updating the legislative and regulatory environment, data governance, effective collaboration, and partnerships, aligned with the vision for economic modernization and the public sector modernization roadmap.

The strategy covers key aspects such as: data and advanced technologies, digital payments, cybersecurity, fifth generation and fiber optics, digital identity, government platforms, skills and human resources.

The strategy is accompanied by an implementation plan consisting of 57 projects until the year 2028, including continuing the digitization of government services, digital identity, digital signatures, development of the (Sanad) application, data governance, digital health and education, cybersecurity, intelligence and fifth-generation technologies, data and the green digital economy, emerging technologies, and others.
