The Israeli newspaper «Haaretz» said on behalf of the sources, that the decision of Israeli Prime Minister Benjamin Netanyahu not to attend the first gathering of the Peace Council came after Switzerland announced that it was obliged by the International Criminal Court's warrant to arrest Netanyahu.
