Khaberni - The Ministry of Justice expanded the electronic auction service for movable and immovable properties, in line with the ministry's digital transformation plans, according to the ministry's spokesperson, Nizar Al-Kharabsheh.
Al-Kharabsheh said on Monday that the bidding takes place through a smartphone application or the electronic auction website, unlike traditional auctions which were held in the auction hall inside the court or in the seizure yard.
He emphasized that automating auction processes to become electronic allows any citizen to access the website and participate and benefit from this service as much as possible.
He explained that the service is available to all authenticated participants inside and outside the kingdom, noting that the data authentication mechanism will be modified to be done through the "Sanad" program.
He noted that the electronic platform provides guarantees for participants under the provisions of the Execution Law and the applicable laws, with protection of participants' data in the auction through verifying their data at the Execution Department, including personal identity and IBAN number, while maintaining the confidentiality of this data.
Al-Kharabsheh pointed to a clear preference for auctions of movable properties, stating that electronic auctions contribute to achieving the ministry's goals through enhancing transparency, automation, digitization, innovation, integrity, professionalism, equality, and neutrality, and at the same time achieve justice for both parties of the dispute in terms of obtaining the highest bids, in light of the expansion of the bidder base due to the digitization of auction operations.
Meanwhile, Laith Nasrawin, a constitutional law professor at the University of Jordan, said that the Ministry of Justice introduced a new concept in debt collection represented by electronic auctions, within the framework of the government's direction to modernize its public services and automate the procedures of its various departments.
He clarified that the electronic auction does not differ much from the traditional auction in terms of the principle and the basic rules governing it, although it is conducted through electronic means.
He noted that the electronic auction is a compulsory sale procedure carried out by an official electronic platform, through which seized properties, whether movable or real estate, are displayed, allowing bidding on them online, thereby replacing the traditional public auction while retaining all legal guarantees.
Nasrawin emphasized that one of the greatest advantages of electronic auctions is that they make the mechanisms for selling seized properties more transparent and quicker, reduce personal interventions and illegitimate influences, as well as speed up the completion of sales transactions and shorten the execution period, in addition to allowing participation of bidders from inside and outside the kingdom, providing a high level of security thanks to the electronic documentation that makes all procedures recorded and reviewable.
In turn, Dr. Imran Salem, a cybersecurity expert and lecturer at Zaytoona University, said that electronic auctions have become a vital tool in keeping up with the requirements of the era amid rapid digital transformations, as technology has enabled electronic platforms that allow participants from different countries to compete for a variety of goods and services, ranging from real estate and cars to rare artworks.
He added that the Ministry of Justice's launch of electronic auctions in Jordan in 2019 is a strategic step towards enhancing transparency and facilitating legal procedures, reflecting the growing importance of these platforms.
He mentioned that efficiency is one of the most notable advantages of electronic auctions, as the process is conducted entirely online, saving time and effort for sellers and buyers, and allows participants to view details and specifications of the goods accurately from anywhere, which expands the base of bidders and raises the value of the goods sold.
