The channel added, "Behind the speech of reconstruction and civil administration in Gaza Strip, a more complex truth is revealed. The committee of Palestinian technocrats, which met for the first time in Cairo during the weekend, represents a quiet return of the Palestinian Authority to Gaza, contrary to Israeli statements. It added that Hamas welcomed this step, and it may be considered a formal body that will take responsibility for reconstruction and financing, while maintaining security control and actual authority in its hands, as it claims."
The channel says the return of the Palestinian Authority through a twisted path: The committee appears professional and civilian, but in reality, it forms a mechanism through which the Palestinian Authority returns to manage the sector, as most of its members are associated with it and have held key positions within its ranks, contrary to Israeli statements about "the day after."
The channel adds that Hamas welcomed the establishment of the committee, apparently because it is not considered a governmental or security threat, but a body that will take responsibility for reconstruction, financing, and civil administration - while there is only one sovereign government in the Gaza Strip, which is Hamas.
It continued, "No disarmament on the agenda: The committee did not address the issue of disarming Hamas, and the military power of the terrorist organization remained outside the scope of discussion."
The channel says that Ali Shaath, head of the technocrat committee - responsible for rehabilitating the Gaza Strip and strategic planning for it. Born in Khan Yunis and currently residing in the West Bank. He holds a Ph.D. in engineering, and has held several posts in the Palestinian Authority, including in the Ministry of Planning and International Cooperation, as Deputy Minister of Transportation to Yasser Arafat, and in the Authority of Industrial Cities and Free Trade.
Trump announced the transition to the second phase of the ceasefire agreement in Gaza and the establishment of the technocrat committee.
The channel says that, practically, the American step separates political and civil progress, and thus Hamas realizes that the reconstruction process can continue despite the captivity of an Israeli prisoner in Gaza.
It adds, "Despite repeated statements by Israeli Prime Minister Netanyahu that the Palestinian Authority will not return to control Gaza, their participation in this process is clear and distinct. Most of the members of the technical committee belong to the Palestinian Authority, and some of them have held key positions in its civil and security institutions."
The channel claimed that Hamas is striving hard to apply the Hezbollah model in Gaza - civil responsibility and rehabilitation in the hands of a civil body, opposite full security and military control by Hamas.
