The House Legal Committee Approves the Amended Notary Public Law Project

Khaberni - The Parliamentary Legal Committee, in a meeting held on Wednesday chaired by MP Aref Al-Saaydeh, approved the amended law project for the 2025 notary public law after introducing the necessary amendments to it.

Al-Saaydeh explained, in the presence of the Minister of Justice Basam Talhouni, the Minister of Political and Parliamentary Affairs Abdulmenem Al-Audat, and the Secretary General of Ministry of Justice for Judicial Affairs Walid Kanakriya, that the approval of the law project followed a comprehensive and precise review of its articles, with the aim to avoid any legal loopholes and to ensure the verification of implementation and monitoring mechanisms, which assures achieving the intended legislative purpose.

He indicated that the motivating reasons for the amended law project came as a response to the rapid advancements in information technology, and the possibility of applying it to notarial procedures, which contributes to improving the quality of public services and accelerating their performance and enhancement, in line with government modernization plans.

He clarified that the law project aims to authorize the use of electronic means in notarial transactions and regulate them, granting them the same legal validity as paper transactions, in addition to establishing a Notary Public Administration and unifying the supervision, management, and control reference within the organizational structure of the Ministry of Justice, keeping pace with modern practices in the institutional organization of judicial functions and aligning with the paths of administrative modernization and reform.

For their part, the committee members confirmed that the approval of the amended law project represents a qualitative leap in the level of public service delivery, contributes to reducing cases of forgery, and accelerates transactions, enhancing the justice system.

They pointed out that the amended law project includes innovative legislative ideas, notably the unification of the supervision and control authority over the notary public by incorporating it within the organizational structure of the Ministry of Justice, which enhances administrative and institutional oversight over its operations.

The amended law project also specifies the expansion of the geographical jurisdiction of the notary public to include all provinces of the kingdom, without being restricted by the geographical jurisdiction rules of the court to which it belongs, which helps in alleviating the recipients of the service and reducing the time and travel costs for the citizens.
