Between European Need and Jordanian Entitlement A Reading of the Summit Outcomes Testing the Limits of Partnership
Author: د.آيات الشاذلي

In Amman, where the paths of history and geography converge, an extraordinary summit convened on January 8th, 2026. It was not just a fleeting diplomatic encounter, but a pivotal moment testing the partnership boundaries between two shores sharing a complex destiny. The European Union, grappling with challenges of inflation, energy, and migration, finds in Jordan an indispensable partner, a pillar of stability in a turbulent region. Jordan, the Hashemite Kingdom facing significant economic challenges, sees in this partnership a historic entitlement and crucial support for its developmental journey.
Discussions about a European support package approaching three billion euros, including over six hundred million in non-repayable grants, with the rest as concessional loans, are not merely numbers announced in press releases. This acknowledgment, though somewhat belated, recognises Jordan's pivotal role in regional stability and protecting European borders from waves the old continent may not withstand. These figures, seemingly large at first glance, are in reality an investment in European security as much as they are support for the Jordanian economy. Jordan’s exports to the European Union, which have seen a significant jump exceeding forty percent in the first ten months of the past year, are just a fraction of the untapped potential awaiting the upcoming investment conference in April to unleash it.
Analysts, those who read between the lines, agree that the summit transcended mere financial support. It is a European attempt to strategically reposition in the Middle East, with Brussels seeking to enhance its influence through the gateway of Amman, amid a decline in traditional American roles and the preoccupation of other major powers. It is a complex geopolitical chess game, where every move is calculated, and every statement carries dimensions that surpass its apparent meaning. Jordan, with its ancient history and wise leadership, fully understands that this partnership is not a one-way street, but a two-way path, requiring it to maintain delicate balances between its national interests and the aspirations of its international partners.
But, do these billions suffice to repair an economy facing deep structural challenges? Can a single summit, no matter its significance, solve the unemployment dilemma that touches critical levels, or alleviate the burden of public debt weighing down future generations? These are legitimate questions posed by the Jordanian citizen in every gathering, seeing that economic growth, expected to reach 2.9% by the end of this year, remains distant from their pocket. It's a painful paradox, where the numbers speak of improvement, while people feel the pinch. Herein lies the real challenge of the partnership: How can overall support be translated into tangible improvements in individuals' lives?
Thus, the summit was not the end of the road, but the beginning of a new chapter in Euro-Mediterranean relations. This chapter requires Jordan to boldly assert its entitlements as an active partner in regional security, insisting on a partnership built on mutual respect and shared interests, far from the donor-recipient logic. And the European Union must recognize that Jordan's stability is a strategic necessity for its national security, especially amid deep regional transformations. It's a complex equation requiring leadership wisdom, public awareness, and institutional capacity to turn understandings into job opportunities and development projects.
Thus, as the Amman summit demonstrated, the boundaries of the partnership are not fixed but are in constant testing and ongoing negotiation, shaping and changing with every regional and international shift. Today's bet is not on what was said in the closed room, but on what will happen in the field, specifically at the upcoming investment conference. The future alone will reveal how successful this partnership is in meeting both parties' aspirations and building a new model of international cooperation, or whether it will remain just flashy numbers and promises that evaporate with the first storm. It is a moment of truth, where the real partnership is one that withstands the fierce winds of change.
