Khaberni - Moayad Shaaban, the head of the Anti-Wall and Settlement Authority, said on Wednesday that the Israeli occupation authorities, represented by what is called "Israeli Land Authority", put out a large tender to build 3401 settlement units in the area known as (E1) east of occupied Jerusalem.
He indicated in a statement issued by the authority that this step represents a highly dangerous development in the consequences of the acceleration of the assault on Palestinian lands through settlement plans.
Shaaban confirmed that the occupation authorities have practically moved from the planning and approval phase to the implementation phase concerning this plan; it is one of the most dangerous settlement plans which has been formally suspended over the past three decades.
He explained that this tender is a continuation of the "E1" plan that was approved in August 2025 after a delay of about 30 years due to international pressure, noting that the project in the tender process practically means completely isolating Jerusalem from its Palestinian surroundings and connecting the Ma'ale Adumim settlement to the city, as part of the "Greater Jerusalem" project, which undermines any realistic possibility for the establishment of a geographically connected Palestinian state.
Shaaban added that the year 2025 witnessed an unprecedented escalation in the pace of colonial tenders, with the occupation authorities issuing a total of 10098 new settlement units, the majority of which were for the benefit of the Ma'ale Adumim settlement with more than 7000 settlement units, in addition to 900 units for the Efrat settlement on the lands of Bethlehem Governorate, and 700 units in Ariel settlement on the lands of Salfit Governorate, among other tenders reflecting a systematic approach to deepen the settler control over Palestinian land.
He pointed out that the issuance of these tenders cannot be separated from the general political context of the occupation government, which is moving forward in imposing permanent colonial realities through planning, building, and legislating tools, and transforming settlement from a creeping policy to an actual declared annexation project, implemented under legal and administrative cover.
Shaaban warned that what is happening in the "E1" area represents a dangerous turning point in the Israeli settlement scene, urging the international community to move beyond verbal expressions of concern and take practical steps to stop the actions of the occupation state, which constitutes a blatant violation of international law and the resolutions of international legitimacy, and directly undermines the chances of peace and stability in the region.
He affirmed that the Anti-Wall and Settlement Authority will continue to follow up on this file at all national and international levels, and will work to reveal its political and geographical consequences, considering it one of the most dangerous joints of the Israeli colonial project in Jerusalem and its surroundings.
