Adoption of Instructions for the Principles and Conditions of Deferring the Service of Science for Residents Abroad

Khaberni - The Cabinet approved in its session held on Sunday, chaired by Prime Minister Jafar Hassan, the instructions for the principles and conditions for deferring the service of science for residents living outside the kingdom for the year 2026, which will be implemented immediately upon publication in the Official Gazette, as part of completing the procedures related to the implementation of the service of science program.

These instructions apply to the individual residing outside the kingdom for non-academic reasons, for which the residence countries issue valid residence documents according to their national legislation, whether for work, training, joining the family or one of its members, or other reasons.

For the deferral of the service of science, it is required that the individual’s duration of residence outside the kingdom must not be less than four consecutive months or six non-consecutive months during a single calendar year, from the date of the call for the service of science, provided that official documents proving the residence are submitted as required.

The approved documents for deferral include a residence permit or document or a valid residence bond at the time of application, issued by the competent authorities in the country of residence and their official entities, indicating the type of residence, its nature, and details, including residencies endorsed on the passport of the individual residing outside the kingdom, or certified copies thereof, or special residence cards as required.

The approved documents also include: a permanent or temporary duly authenticated work contract, a property or apartment lease agreement, or any document proving the ownership of the property or apartment for housing or residence purposes or work in the country of residence, properly authenticated, and a renewal request for the residence document if required, and proof of submission of the new residence document request in countries where traveling from or departing results in considered residence cancellation, in addition to the endorsement of the competent entities in the country of residence such as the Ministry of Interior or the Department of Immigration and Passports for any of the documents, data or information submitted and its corroborations as required, as well as the authentication of the Jordanian missions abroad or the Ministry of Foreign Affairs and Expatriates for any of the documents or data or information submitted.

Deferral applications are to be submitted by the individual himself, by visiting the accredited Jordanian mission in the country of residence, or through his special online registration, or through the electronic platform designated for receiving deferral applications for those residing abroad, or in case the individual arrives in the kingdom bringing the required documents, data, and information, or by directly reviewing the directorate by the relatives of the individual.

The deferral of the service of science for the resident abroad is for a period of one year renewable upon availability of the bases and conditions stipulated in these instructions, and he may submit a renewal request for the deferral of the service of science in the same manner as stipulated in these instructions one month before the deferral period expires, accompanied by the necessary documents, data, and information, provided that they are recently issued.

In case the deferral or renewal request is not approved, the request is considered rejected and the legal position of the individual is determined according to the provisions of the law.

The decision to defer the service of science is suspended if the residence is withdrawn or cancelled for any reason from the individual residing outside the kingdom, or ends without renewal according to the laws and regulations applicable in the country of residence, as well as in case of proving the inaccuracy of any of the documents or data or information submitted or the breach of the residency conditions stipulated in these instructions, and in this case, the individual residing outside the kingdom must join the service of science upon invitation under penalty of responsibility, unless there is another reason for deferral.

The individual residing outside the kingdom is not exempted from nationality of another state or states, or from holding temporary travel documents or a passport from the duty of science service, and is treated as an individual delaying the service of science if the bases and conditions stipulated in the law and these instructions are available.
