Khaberni - The head of the Southern Transitional Council, Aidarous Al-Zubaidi, announced a "transitional phase" for two years that includes dialogue with the parties in northern Yemen under UN supervision.
He stated in a declaration "We announce the beginning of a transitional phase lasting two years, and the Southern Transitional Council invites the international community to sponsor the dialogue between the concerned parties in the south and the north regarding the course and mechanisms that guarantee the right of the southern people within the specified time frame accompanied by conducting a public referendum organizing the exercise of the right to self-determination for the people of the south, through peaceful, transparent mechanisms consistent with the internationally adopted rules and practices and with the participation of international observers".
He added: "The Southern Transitional Council calls on all state institutions and bodies, the government, and local authorities to carry out their work and perform their duties in normalizing life, improving conditions and services, and regularizing the payment of salaries through organizing a revenue collection mechanism at the Central Bank in the capital, Aden, considering it an independent central authority, and the Southern Transitional Council extends its hand to define the appropriate steps and mechanisms according to the common denominators with all national forces in the north".
He noted that "The Southern Transitional Council proceeds from a firm conviction that achieving the aspirations of the southern people in restoring their state must be done through a safe and responsible phased approach, preserving the south’s legitimate right, avoiding the north and the region the cost of new conflicts, and allowing the rearrangement of the political and institutional situations on fair and balanced bases".
He affirmed that: "In this context, the Council emphasizes that this declaration gradually and safely achieves the aspirations of the southern people, provides the north with a stable and responsible partner during the transitional phase, and offers the region and the international community a clear political and legal pathway that can be supported and built upon".
