Report 144 martyrs 11555 arrests and 1732 demolitions in Jerusalem over 5 years

Khaberni - The Jerusalem Governorate issued a comprehensive report documenting the Israeli occupation's crimes in the Jerusalem Governorate over the past five years, revealing the extent of systematic violations that affected various aspects of life in the Holy City during the years spanning from 2021 to 2025.

The report issued by the governorate on Thursday clarified the reality of Israeli policies based on oppression, displacement, killing, and colonization, which targeted people, places, and sanctities, indicating that these crimes form an integrated system of organized violations against Palestinians in occupied Jerusalem.

For the first time, the report included a specialized legal annex, linking all the crimes and violations committed against the city of Jerusalem with international law, clearly outlining their breach of international legitimacy resolutions, conventions, covenants, and treaties, and presenting the international legal opinion regarding them.

144 martyrs over 5 years

In the five years from 2021 to the end of last year, 144 martyrs fell, reflecting a dangerous and systematic escalation in the policy of killings carried out by the occupation forces against citizens in and around the occupied city.

The report revealed that 16 Palestinians were martyred in 2021 amid a surge in direct field executions, while the number rose to 19 martyrs in 2022 due to an expansion in military incursions and the use of lethal force against civilians.

2023 was the bloodiest year, where 51 Jerusalemite martyrs rose, in an unprecedented escalation coinciding with the Israeli aggression on Gaza Strip, which also resulted in the martyrdom of some Jerusalemites there.

In 2024, the occupation continued its violent approach, with 35 people martyred amidst the excessive use of force and a clear lack of real international accountability, reflecting a failure in providing protection for Palestinian civilians.

By 2025, 23 martyrs had been registered in the Jerusalem Governorate, a dangerous indicator of the continuing policy of field executions and extrajudicial killings as a constant approach and central tool in the Israeli repression system.

51 Jerusalemite martyrs whose bodies are detained by the occupation

The period between 2021 and the end of 2025 saw a notable escalation in the policy of detaining the bodies of Jerusalemite martyrs, which the occupation uses as a tool of deterrence and collective punishment.

According to the report, the number of Jerusalemite martyrs whose bodies were detained totaled 23 by the end of 2022, before the number increased to 35 by the end of 2023, and then to 45 by the end of 2024. With continued killings and detentions during 2025, the total reached 51 Jerusalemites whose bodies are still detained in the occupation’s morgues and "numbered graves."

6,528 injuries due to the assault of the occupation and settlers

The report documented injuries to 6,528 Jerusalem citizens during the years 2021–2025, resulting from assaults by the occupation forces and settlers, including serious injuries and various wounds, affecting children, students, workers, and drivers.

In the year 2025 alone, 331 Palestinians from Jerusalem suffered direct injuries, due to live and rubber bullet shooting, severe beatings, and suffocation cases with gas, in addition to physical assaults carried out by the settlers.

Crimes against the Al-Aqsa Mosque

The report documented a dangerous escalation in the frequency of incursions into the blessed Al-Aqsa Mosque during the years 2021–2025, where 289,497 settlers conducted widespread and organized raids on the mosque courtyards, all under the protection and support of the Israeli occupation forces.

The report noted that these incursions are part of a systematic Judaization policy aimed at imposing a new reality inside Al-Aqsa Mosque, through organized provocative tours and public Talmudic rituals, in blatant violation of the sanctity of the mosque, its purely Islamic status, and international law, which guarantees protection of places of worship.

During the year 2025 alone, 74,114 settlers stormed the courtyards of Al-Aqsa Mosque, alongside the entry of 70,945 people under the guise of "tourism," amid almost daily invasions, and public Talmudic tours and rituals, constituting a dangerous escalation aimed at altering the historical and legal status quo.

1467 attacks carried out by settlers

The Jerusalem Governorate observed during the period from 2021 to 2025 a total of 1,467 attacks by settlers, among them 241 physical assaults, targeting Palestinian citizens, their properties, and their sanctuaries, all under the protection of the occupation forces.

In the year 2025, 484 attacks were recorded by settlers, including 60 physical attacks, involving incursions into the Al-Aqsa Mosque, attempts to introduce sacrifices, and provocative Judaization rituals, alongside direct racist attacks on the citizens and their properties.

11,555 arrests

The report revealed 11,555 cases of arrest against Jerusalemites during the years 2021–2025, as part of a systematic policy aimed at dismantling the community structure of the city.

In the year 2025, 804 arrests were recorded, including 81 children and 53 women, along with the arrest of prominent Jerusalem figures and local leaders. These arrests were accompanied by physical assaults and degrading treatment.

Decisions of the occupation courts

The report pointed to a dangerous escalation in the sentences and decisions issued by the occupation courts, which included 1,491 actual imprisonment sentences over five years, 755 of which were administrative detention orders, 821 home detention orders, mostly against children and minors, and 2,386 expulsion orders, including 1,499 orders of expulsion from the Al-Aqsa Mosque, and 87 travel ban orders during the same period.

1732 demolition and excavation operations carried out by the occupation

The Jerusalem Governorate documented the occupation carrying out 1,732 demolition and excavation operations during the years 2021–2025, including 397 operations in the year 2025 alone, involving direct demolition, self-demolition, and excavation operations.

The report also recorded issuances of 1,439 notifications and decisions of demolition, stop construction, possession, and forced eviction, with the year 2025 having the highest number of decisions at 551.

Targeting prominent figures, institutions, and landmarks of Jerusalem

The report documented the occupation's targeting of prominent national and religious figures, alongside a comprehensive war on educational, health, media, religious, and cultural institutions, in an attempt to empty the city of any effective Palestinian presence.

151 settlement projects

The report showed documentation of 151 settlement projects being tabled for discussion, 130 projects formally approved, and 51 projects put out for bid, collectively including more than 72,000 colonial units over 5 years.

The report concluded that the ongoing violations constitute a comprehensive colonial project, aiming not only at military control but also at displacing Palestinian residents, Judaizing the cultural and religious landscape of the Holy City, and imposing a new reality that contradicts international law and international legitimacy resolutions.
