Khaberni - Jordanian public universities face increasing financial and administrative challenges, however, Al al-Bayt University has provided a practical model for how to turn these challenges into an institutional accomplishment based on good management and adherence to principles of administrative law.
The seventy-third annual report of the Audit Bureau for the year 2024 shows that the university achieved financial savings totaling (74,310) Jordanian Dinars, with total revenues of (31,891,219) Dinars compared to actual expenses of (31,816,909) Dinars.
This saving is considered legal evidence of the soundness of the administrative decision and respect for the principle of proper use of discretionary authority in managing public funds.
From the perspective of administrative law, what the university has achieved embodies the concept of positive administrative responsibility that extends beyond accountability when making errors to include duties of prevention, rationalized spending, and achieving the public good. This performance also demonstrates a commitment to the principle of transparency and tying expenses to their purpose, which are established principles in both administrative doctrine and jurisprudence.
Despite financial constraints, the university continued to implement strategic projects, notably the establishment of the College of Technical Education in alignment with labor market requirements, besides maintaining university buildings to preserve public funds, and enhancing its role in serving the local community. This indicates a mindful management of the administrative suitability between available resources and actual needs.
The experience of Al al-Bayt University confirms that prudent management balance between authority and responsibility, and between financial independence and accountability, proving that administrative and financial oversight is not an obstacle to achievement but a tool for enhancement.
Therefore, Al al-Bayt University serves as a model for embodying the principles of administrative responsibility and governance of public funds within higher education institutions, and demonstrates that the success of public administration is not measured by the amount of resources, but by their efficient management under the rule of law.
