Why has the number of detected violations decreased in the new Audit Bureau report AlHammadain explains

Khaberni  - Radi Al-Hammadin, the President of the Audit Bureau, stated that some clarifications (notes) of the Bureau regarding certain violations have not been resolved due to reasons sometimes related to legislation, and other times related to the design of administrative systems in the entities under supervision.

He added through the channel Al-Mamlaka, on Thursday, that some of these clarifications are resolved over long periods in cases of money recovery and installment payments.

Al-Hammadin explained that there are observations from the Audit Bureau that are difficult to resolve, stating it is a "dispute between the Audit Bureau and the supervised entity."

He clarified that in some of these controversial cases, the discussion is dominated by perspectives and justifications, noting at the same time that if the debate in some of these cases prolongs, the Prime Minister has the authority to refer them to the Legislation and Opinion Bureau.

In response to a question about the decrease in the number of violations detected in the Bureau's report for the year 2024, Al-Hammadin said that opening the discussion on the violations between the Bureau and the supervised entity has contributed to the correction of many violations in the public sector.

Al-Hammadin pointed out that the response rate in resolving the observations reached approximately 60%, versus 40% that were not resolved in his report.

Al-Hammadin explained the reasons for the decrease in the number of observations made by the Bureau with regular follow-up and discussion with the supervised entities, and a special software at the Bureau capable of continuously sending observations to the supervised entities.

The Audit Bureau's report for the year 2024 recorded a financial saving of 22.3 million dinars, resulting from the execution of 123,369 oversight tasks, and totaling 444,766 working hours carried out by 294 auditors, distributed at 49% for subsequent auditing, 24% for follow-ups, 15% for participation in committees, 9% for prior auditing, and 3% for surprise inspections, according to the report.

According to the report, during the past year, the Audit Bureau issued 115 oversight outputs, and the response rate to the oversight outputs was 59%, compared to 48% in 2023 and 21% in 2022, reflecting a gradual improvement that demonstrates the effectiveness of the new control approach.

The report indicated a noticeable improvement in the responsiveness of ministries and government departments, with the number of oversight observations decreasing to 512 in the year 2024, compared to 2,156 observations in 2023, with 270 violations corrected. Independent institutions also recorded a sharp decrease in the number of observations to 82, compared to 558 in 2023, and 58 violations were corrected.
