Head of the Lawyers Syndicate Justifies Increasing Health Insurance Fees

Khaberni  - Yahya Abu Aboud, the Head of the Lawyers' Syndicate, confirmed on Thursday that the financial position of the Syndicate is stable and firm, indicating that the Syndicate's decisions are made based on actuarial studies and precise numerical data.

Abu Aboud explained that the Syndicate's financial policy relies on a wide insurance umbrella, where last year the retirement pension was increased by 100 dinars for each retired lawyer, and the annual fees were supported by 100% in previous years, which means that the Syndicate fully covers these fees for the lawyers, according to Al Mamlaka.

He noted that from 2012 to 2025, the health insurance premium was not increased, considering that this premium is still modest compared to the high medical costs.

Abu Aboud added that the main reason for raising the health insurance fees was the implementation of the doctors' fees regulation in mid-2024, which contributed to a significant increase in medical costs, with some medical items rising by 100% and others by 200%.

Regarding the actuarial studies that were conducted, Abu Aboud said that the numbers that appeared show the necessity of treatment over the next five years, confirming that the Syndicate does not impose the real cost of health insurance on the lawyers, but supports them significantly in this area.

The Head of the Lawyers' Syndicate indicated that the number of subscribers in the health insurance including lawyers, spouses, and children is about 35,000 people.

He explained that the cost per individual on the health insurance fund amounts to about 350 dinars annually, while the Syndicate charges fees from the lawyer (200 dinars for himself and 150 dinars for his wife, and 90 dinars for his children. Thus, the Syndicate covers for the lawyer 150 dinars, for the wife 180 dinars, and for the child 210 dinars.

Abu Aboud added that the new medical fees regulation did not allow the health insurance fund to cover the increase that occurred in medical costs, which prompted the Syndicate to increase the health insurance fee by 25%, stating that despite this increase, the lawyer still receives support from the Syndicate amounting to 100 dinars for his health insurance premium, and 215 dinars for the wife, and 290 dinars for the children.

Abu Aboud confirmed that the Lawyers' Syndicate spends about 10 million dinars annually on health insurance, and that this increase was necessary to avoid a financial deficit in the coming years.

Regarding the financial deficit, Abu Aboud mentioned that the expected deficit in 2025 amounts to about 700,000 dinars, and is expected to double in 2026 due to the phased implementation of the medical fees regulation.

He pointed out that the current deficit will be covered from the available savings in the health insurance fund, which contains a surplus balance from previous years or from the cooperation fund, based on the council's decision.

He predicted that the financial deficit will increase in the years 2026, 2027, and 2028 to reach from 1.5 million dinars to 2 million dinars, due to the application of the new medical fees regulation.

Abu Aboud confirmed that the Syndicate possesses cash assets exceeding 110 million dinars, which are allocated for the retirement fund for which the actuarial study was conducted.
