A delegation from the Senate participates in the meetings of the Asian Parliamentary Assembly in Qatar

A delegation from the Senate headed by Senate member Dr. Ghazi Al-Dhneibat and including Senate member Dr. Saad Al-Manaseer participated in the meetings of the Permanent Committee for Budget and Planning of the Asian Parliamentary Assembly, held in the Qatari capital, Doha.
According to a statement from the Senate, Dr. Al-Dhneibat delivered a speech during the meetings, which started today, Tuesday, and will continue until tomorrow, Wednesday. He thanked the State of Qatar and the General Secretariat of the Parliamentary Assembly, affirming support for the Assembly’s decision to exempt Palestine from annual subscriptions until the establishment of the independent Palestinian state with Jerusalem as its capital.
He emphasized that "Asian parliamentary cooperation has become an essential pillar that is indispensable in facing the accelerating challenges that have imposed themselves on many countries, particularly in issues related to human rights, security and peace, climate and environment, and sustainable development".
Dr. Al-Dhneibat mentioned that "the Asian Parliamentary Assembly has managed to establish itself as a 'knowledge platform' with a visionary role capable of providing 'guidance and direction' to the parliaments of Asia in a way that enhances their parliamentary paths".
He confirmed that "the matter of enacting a clear and disciplined budget for the Asian Parliamentary Assembly is not just an administrative commitment but is a fundamental pillar for enhancing its institutional efficiency and supporting its organizational capacity, enabling it to execute its programs and initiatives with high efficiency".
Dr. Al-Dhneibat called for "the adoption of the proposals included in the financial budget project of the Asian Parliamentary Assembly for the year 2026, especially those aimed at enhancing financial sustainability through two main pillars: firstly, the commitment of member states in paying the annual financial subscriptions stipulated in the budget of the Assembly; and secondly, encouraging voluntary contributions by urging parliaments to provide additional financial contributions that enhance the activity of the Assembly and expand its impact range".
He urged "reliance on the (programs and performance) budget model as a modern and transparent framework allowing the evaluation of programs, projects, and expenditures based on the objectives, policies, and plans approved by the Permanent Committee".
Dr. Al-Dhneibat also "expressed unequivocal support for the historic decision of the Asian Parliamentary Assembly to exempt the parliament of the State of Palestine from the prescribed contribution; as a deserved solidarity step until the end of the occupation and the establishment of the independent State of Palestine with Jerusalem as its capital".
He pointed out the importance of "adopting a clear and transparent budget based on the principles of efficiency and good governance, as it is the stable pillar that will enable the Asian Parliamentary Assembly to implement its programs and initiatives efficiently and enhance its ability to champion justice and support the just causes of our peoples".
