Khaberni - The seventy-third report of the Audit Bureau for the year 2024 revealed the existence of foreign grants allocated to local projects valued at tens of millions of dollars. These grants were not withdrawn or the withdrawal rates from them remained at 'zero or low' levels.
The report indicated that after inquiry with the Ministry of Planning and International Cooperation about the reasons for the non-disbursement or low rates, it was found that the main reasons relate to obstacles in the technical studies or their unpreparedness, delays by contractors, as well as problems related to land expropriation.
The report also pointed out the weak monitoring and implementation by the entities benefiting from the funded projects, alongside the absence of work plans, which led to low withdrawal rates, thus missing opportunities to renew grants annually and failing to utilize them in implementing the planned projects.
The report also highlighted that the work halt on some projects deprived the public treasury of opportunities to utilize these funds, and thwarted achieving the desired objectives from them.
On the numerical front, the report showed a decrease in the actual size of foreign grants for the year 2024 by 19 million dinars, a reduction of 2.6%, due to a decrease in grants valued at 64 million dinars compared to receiving grants worth 45 million dinars.
Foreign grants constituted 7.5% of the total public revenues during the year 2024.
