Khaberni - His Excellency Mr. Mazen Al-Qadi, the Speaker of the Jordanian House of Representatives, sponsors the works of the conference on "Legal Liability for the Use of Artificial Intelligence Technologies in Healthcare: Issues and Regulatory Prospects" organized by Arab Amman University, attended by Dr. Omar Mashhour Al-Jazi, President of the University's Board of Trustees; Professor Dr. Mohammad Al-Widian, President of Amman Arab University; Dr. Issa Al-Khashashneh, the Syndicate of Doctors; Professor Dr. Mohammad Al-Dhneibat, Dean of the Faculty of Law; Dr. Sultan Al-Attiyin, the head of the preparatory committee; and the university president’s deputies and assistants, deans, faculty and administrative staff, and postgraduate students from the Faculty of Law, with participation from an elite group of experts, academics, and researchers from various Arab and international countries, held at Regency Palace Hotel – Amman.
In his opening speech, His Excellency Al-Qadi stated that addressing AI developments constitutes one of the national files that has directly captured the attention of His Majesty King Abdullah II ibn Al-Hussein. He highlighted His Majesty's directive to establish a "National Council for Future Technology" under the follow-up of His Royal Highness Crown Prince Al Hussein bin Abdullah II, led by the Prime Minister. Al-Qadi added that our priority today focuses on adopting legislations that keep pace with the AI revolution, to ensure its use in a way that serves the public interest and preserves citizens' rights, uniting efforts to draft legal and regulatory frameworks that ensure the safe and effective use of these technologies.
Dr. Al-Jazi mentioned that the timing of the conference is highly important given the global acceleration in technical and medical progress, and the expansion in the use of AI and smart applications in the healthcare sector. He noted that the gap between technological advancement and legislative pace necessitates effective legislative intervention to address the legal vacuum and build a legislative system capable of handling the newly emerging medical challenges, ensuring patient protection, defining legal responsibilities of health service providers, adhering to professional and ethical standards, and providing due medical care under solid legal foundations, keeping pace with global developments and protecting the rights of all relevant parties.
Dr. Al-Widian explained that the conference addresses issues affecting one of the most vital sectors in the state, the medical sector, due to its direct impact on human health and national economic development. He pointed out that the accelerated development in medical technologies and AI applications necessitates reviewing regulating legislation, and building effective partnerships between legislative bodies, the medical sector, and academic institutions, ensuring safe and responsible use of these technologies, preserving human dignity and body integrity, and enhancing the quality of healthcare services based on solid legal and ethical foundations in response to global changes and in service of the public interest.
During his intervention in the opening session, Dr. Al-Khashashneh emphasized that AI has become an integral part of modern medical practice, necessitating the establishment of clear legal frameworks that govern its use and protect patient rights while simultaneously providing a safe environment for doctors and healthcare providers. He highlighted the importance of integration between the medical sector, legislative bodies, and academia to come up with practical recommendations that balance technological advancement with ethical and professional considerations, contributing to the advancement of healthcare services and protecting the medical system in the kingdom.
Dr. Al-Dhneibat remarked that the conference covers integrated legal, technical, and medical dimensions, aiming to provide a comprehensive outlook on the use of artificial intelligence in healthcare within clear legal and ethical frameworks. He noted the importance of students' role in benefiting from the conference outputs, enhancing their academic knowledge through participating in specialized scientific sessions, appreciating the support provided by Al-Jarajreh Law Firm, the Global Organization for International and Digital Arbitration, and Dar Al-Thaqafa for Publishing and Distribution in successfully conducting the conference and achieving its scientific and legislative goals.
In his closing remarks of the opening session, Dr. Al-Attiyin affirmed that the conference convenes at a pivotal moment witnessing a radical transformation in the role of artificial intelligence in the health sector, which places great responsibilities on law and legislation. He highlighted that (121) researchers from within the kingdom and abroad submitted (68) scientifically reviewed papers based on strict academic standards, reflecting the scientific credibility of this platform and confirming its role in producing profound knowledge that can be legislatively and institutionally built upon in the future. Al-Attiyin noted that the volume and quality of the scientific participation reflect the importance of the conference as a scientific and legislative milestone capable of producing knowledge for future building, stating: For every era, there are significant questions, and our age's question is how to properly utilize technology while preserving human dignity—here begins the responsibility of the law.
