Saudi Welcome to the Cancellation of US Caesar Law Sanctions Against Syria

Saudi Arabia welcomed the United States' decision to lift the sanctions imposed on Syria under the Caesar Act, confirming that this step will support stability, prosperity, and development in Syria in a way that meets the aspirations of the Syrian people.


The statement from the Saudi Ministry of Foreign Affairs appreciated the "significant positive role" of US President Donald Trump in this context, starting from the announcement of lifting all sanctions imposed on Syria during his historic visit to Riyadh in May 2025, and ending with his signing of the National Defense Authorization Act for 2026 which included the repeal of the Caesar Act, according to the statement.

Saudi Appreciation for the Steps Taken by the Syrian Government
In the same context, Riyadh congratulated the leadership, government, and people of Syria following the lifting of all sanctions imposed on Syria, and expressed its appreciation for the steps the Syrian government is taking to restore stability in all Syrian territories, and to create the conditions for rebuilding the Syrian state and its economy and for the return of Syrian refugees and displaced persons to their areas.

US President Donald Trump signed the repeal of the Caesar Law, which had imposed sanctions on Syria since 2019, while the US House of Representatives approved the repeal of the Caesar Law which had imposed US sanctions on Syria amid Syrian government welcome.

The Caesar Law is known for imposing sanctions on entities that provide support to the previous Syrian regime, or even entities linked to it, as well as punishing Russia's and Iran's financiers in Syria, as well as imposing sanctions on any company or individual that has investments in Syria's infrastructure sectors or is linked to investment opportunities with the previous regime.

Riyadh's diplomatic weight
In the same context, the step taken by Washington recently was based on Riyadh's request that pushed with its weight to lift the sanctions during President Trump's famous visit to the Saudi capital, and Saudi Arabia sees that lifting the unilateral and international sanctions imposed on Syria will rebuild Damascus and achieve its development and stability opportunities.

In addition, Riyadh supports the steps of the Syrian people in "its important stage of its history," according to statements by the Saudi Foreign Minister, and assists them in rebuilding Syria as a unified, independent Arab state secure for all its citizens, with no place for terrorism, no breach of its sovereignty, or aggression on its territorial integrity from any party.

Caesar Law and Syria's integration

Alongside, the Governor of the Central Bank of Syria, Abdel Qader Al-Hassriya, said that the abolition of the "Caesar Law" removes a major legal barrier that was hindering Syria's integration into the international financial system.

Al-Hassriya further explained that it is likely that Syria will start with a low credit score, considering it natural in the initial stages, given the current economic conditions.

He added that the cancellation of the "Caesar Law" would open significant opportunities for Syria to obtain a sovereign credit rating, thereby helping to improve its ability to integrate into international financial markets.

The Syrian news agency, SANA, described the repeal of the Caesar Law without conditions as "a culmination of intense diplomatic efforts exerted by the Syrian government, supported by the Syrian community and Syrian-American organizations active in Washington, as well as the support of brotherly and friendly countries working to lift these sanctions that burdened Syrians," confirming that the step supports stability and development in the country, according to the agency.
