Jordan AlTalhouni Expanding the Geographical Jurisdiction of the Notary to Include All Provinces

Khaberni - The Minister of Justice, Dr. Bassam Al-Talhouni, confirmed that the ministry is proceeding in developing and updating the services of the notary through employing modern technology, which contributes to facilitating procedures for citizens and serving their interests, in accordance with the royal directives, and aiming to improve the quality of public services and keeping pace with rapid technological developments.
According to a press statement from the ministry, today, Tuesday, Al-Talhouni said that the proposed amendments aim to achieve a qualitative leap in the mechanism of presenting notary services, through allowing the use of electronic means in conducting transactions, and granting them the same legal validity as traditional paper transactions.
He explained that among the most prominent amendments is the expansion of the geographical jurisdiction of the notary to include all provinces of the kingdom, without being restricted by the location of the court or the address of the service requester, which contributes to facilitating access to the service and reducing burdens on citizens.
Al-Talhouni added that the proposed amendments also focus on enabling service recipients to complete their transactions remotely using modern technological means, which positively reflects on the speed of completion and quality of service, with an emphasis on maintaining legal guarantees and granting electronic procedures the same legal force as face-to-face paper transactions.
He mentioned that the Ministry of Justice will issue, by virtue of the amendments, the necessary regulations and instructions to regulate the use of electronic means in notary transactions, in addition to organizing the mechanism for accrediting translators working for the notary.
He also clarified that the proposed amended law includes the creation of a specialized administration within the organizational structure of the Ministry of Justice, to unify the reference, supervision, management, and control of notary work, which enhances governance and raises the level of institutional performance.
Al-Talhouni affirmed the readiness of the technical infrastructure that has been developed in cooperation with the Ministry of Digital Economy and Entrepreneurship, emphasizing that the adopted systems are subject to the highest standards of security and information protection, noting that making transactions electronically available will not eliminate the provision of the service through traditional methods, but rather will provide multiple options for citizens according to their needs.
