UAE Dubai Police Dismantles Dangerous International Gang and Arrests Its Leader

Khaberni - Under the supervision of the Ministry of Interior, Dubai Police contributed to the dismantling of a dangerous international criminal gang known as "Frascharsi" or "Witchcrafters".

The UAE police managed to dismantle the gang after arresting its leader "Marco Đorđević" in Dubai, as part of the joint international operation "Hars" coordinated with "Europol" involving the Serbian Ministry of Interior and the Spanish National Police.

European, Serbian, and Spanish reports praised the pivotal role of Dubai Police in information exchange and supporting investigations, highlighting the high level of technical readiness and procedural professionalism, affirming the UAE's status as a key partner in combating organized crime and terrorism financing internationally.

Dubai Police confirmed that the arrest was carried out in coordination with the Ministry of Interior and the Public Prosecution in Dubai, based on a red notice issued by Interpol, and in accordance with the applicable legal procedures.

The move came after receiving information linked to international investigations concerning widespread criminal conflicts between the Kavac and Skaleari gangs in the Balkans, which since 2014 have resulted in a series of murders, arson, and bombings, causing about 60 victims in several countries.

Investigations led by Serbian authorities into a crime that occurred on October 16, 2025, in Belgrade, implicated the suspect "Marco Đorđević" as a leader of the Frascharsi gang affiliated with Kavac, later leading to his location being identified in Dubai and initiating international cooperation procedures that resulted in his capture, marking a turning point in dismantling the gang's leadership structure.

As part of the "Hars" operation, authorities in Serbia arrested 10 suspects and conducted 22 raids in various areas, resulting in the seizure of encrypted phones, luxury vehicles, expensive watches, and cash estimated at 300,000 euros.

Two suspects were also detained in Spain during operations in Valencia and Barcelona, while Dubai Police contributed to the arrest of the gang leader coordinated with EUROPOL and EUROJUST and the Serbian authorities, and completed the evidence required to pursue international legal proceedings.
