Khaberni - Dubai Police, in international cooperation with Europol, the Serbian and Spanish authorities, succeeded in dismantling an international gang and capturing its leader "Marco Đorđević".

Dubai Police, under the supervision of the Ministry of Interior, contributed to the dismantling of a dangerous international criminal gang known as "Frasharsi" or "Witchcrafters," after the arrest of its leader "Marco Đorđević" in Dubai, as part of the joint international operation "Hars" coordinated with "Europol" and involving the Serbian Ministry of Interior and the Spanish National Police.

European, Serbian, and Spanish reports praised the pivotal role of Dubai Police in information exchange operations and supporting investigations, pointing to the high level of technical readiness and procedural professionalism, affirming the UAE’s status as a key partner in combating organized crime and terrorism financing internationally.

The operation was part of the UAE’s ongoing efforts to combat money laundering and terrorism financing, and support international cooperation in facing organized crime.

Dubai Police confirmed that the arrest was carried out in coordination with the Ministry of Interior and the Public Prosecution in Dubai, based on a red notice issued by Interpol, and according to the legal procedures in force.

They explained that the action came after receiving information linked to international investigations around extensive criminal conflicts between the Kavash and Scaliari gangs in the Balkan region, which have led since 2014 to a series of murders, arson, and bombings, resulting in about 60 victims in several countries.

The investigations led by the Serbian authorities into a crime that took place on October 16, 2025, in Belgrade implicated the accused "Marco Đorđević" as the leader of the Frasharsi gang affiliated with Kavash, subsequently leading to the identification of his location in Dubai and the start of international cooperation procedures that resulted in his capture, marking a turning point in dismantling the gang's leadership structure.

In the framework of the "Hars" operation, authorities in Serbia arrested 10 suspects and conducted 22 raids in various areas, resulting in the seizure of encrypted phones, vehicles, luxury watches, and cash amounting to 300,000 euros.

Two suspects were also detained in Spain during operations in Valencia and Barcelona, while Dubai Police contributed to the arrest of the gang leader in coordination with EUROPOL, EUROJUST, and the Serbian authorities, completing the necessary evidence for continued international judicial proceedings.

Dubai Police General Command confirmed that the success of "Hars" reflects the UAE’s commitment to enhancing the security of international communities, consolidating the rule of law, and supporting the efforts of countries in confronting transnational criminal networks, in line with its vision to support global stability and peace.

Security cooperation data with Spain show 26 information exchange operations between the two sides, contributing to tracking international criminal networks and arresting 29 wanted individuals in the past period, along with carrying out 4 successful extradition operations, reflecting the effectiveness of the security partnership and the depth of coordination between Dubai Police and the Spanish authorities.
