Khaberni - The Department of Statistics announced that the total unemployment rate for the population (Jordanians and non-Jordanians) reached 16.2% during the third quarter of 2025, reflecting a decrease of 0.1 percentage points from the third quarter of 2024, when it was 16.3%, and a decrease of 0.3 percentage points from the second quarter of 2025.
The Department of Statistics also reported that the unemployment rate among Jordanian males was 18% during the third quarter of 2025, down by 0.3 percentage points compared to the third quarter of 2024, and down by 0.1 percentage point from the preceding quarter, with the unemployment rate for Jordanians decreasing by 1.7 percentage points over the past three years (compared to the same quarter of 2022), and the unemployment rate for Jordanian males decreased by 4.4 percentage points since 2021.
Additionally, the number of Social Security subscribers increased for the first time among Jordanians to 96,000 subscribers from 1/1/2025 until 15/11/2025.
The unemployment rate for Jordanians aged 24 and above during the third quarter of 2025 was 17.2%, including 13.5% for males and 30.1% for females, and the unemployment rate for non-Jordanians aged 24 and over was 7.1%, including 6.4% for males and 11.5% for females.
The Department continued, stating that the unemployment rate among male residents (Jordanians and non-Jordanians) was 13.6% during the third quarter of 2025, a decrease of 0.5 percentage points compared to the same quarter in 2024, and a decrease of 0.8 percentage points from the second quarter of 2025, marking the lowest rate since 2017.
The unemployment rate for Jordanians was 21.4% during the third quarter of 2025, down by 0.1 percentage points from the third quarter of 2024, where it was 21.5%, and up by 0.1 percentage points from the second quarter of 2025, where it was 21.3%, due to an increase in the unemployment rate among Jordanian females to 33.9% during the third quarter of 2025, up by 0.6 percentage points compared to the third quarter of 2024, and up by 1.1 percentage points from the previous quarter, coinciding with the third quarter's influx of graduates entering the job-seeking category upon completing their academic year at the start of the second half of the year.
The unemployment rate among non-Jordanian residents was 9.2% during the third quarter of 2025.
The Department of Statistics clarified that the unemployment among all residents refers to the unemployment rate for all residents on the territory of the Kingdom, which includes both Jordanians and non-Jordanians.
Regarding detailed results, the unemployment rate was 16.2% during the third quarter of 2025, a decrease of 0.1 percentage points from the third quarter of 2024 when it was 16.3%, and a decrease of 0.3 percentage points from the second quarter of 2025, while the unemployment rate decreased by 3.8 percentage points over the past four years (compared to 2021).
The unemployment rate among males was 13.6% during the third quarter of 2025, down by 0.5 percentage points compared to the same quarter of 2024, and down by 0.8 percentage points from the second quarter of 2025.
The unemployment rate among females was 27.0% during the third quarter of 2025, up by 2.3 percentage points compared to the third quarter of 2024, and up by 1.1 percentage points from the previous quarter, while the unemployment rate among males decreased by 0.8 percentage points, while it increased among females by 1.8 percentage points compared with the second quarter of 2025.
The Department of Statistics noted that the unemployed were distributed according to educational level, with 59.1% of the total unemployed holding a high school diploma or higher, and 40.3% had qualifications less than high school, and at the level of governorates, the highest unemployment rate was recorded in Ma'an Governorate at 29.4%, and the lowest rate of unemployment was in Karak Governorate at 17.3%.
The unemployment rate among residents (Jordanians and non-Jordanians) aged 24 and above was 12.8%, including 10.2% for males and 23.7% for females.
Regarding the characteristics of the employed for all residents, it indicated that the employment rate (ratio of employed to labor force) was 83.8% during the third quarter of 2025, including (86.4% for males compared to 73.0% for females), and the percentage of employed from the total population aged 23 years and older was 40.3% during the third quarter of 2025, with 56.5% of employed males concentrated in the age group 20-39 years, while the percentage for females in the same age group was 72.5%.
The percentage of the employed who held qualifications less than high school was 27.1%, while the percentage of those with a high school diploma was 3.6%, and the employed who held qualifications higher than high school was 51.3%, and the percentage of the employed who were salaried was 88.7%, including (87.4% for males compared to 95.5% for females).
Data from the third quarter of 2025 showed an increase in the percentage of foreign labor to 46.4% of total employed, compared with 46.1% during the same period of 2024, recording an increase of 0.3 percentage points, and employment rate increased by 1.9 percentage points over three years (compared with the same quarter in 2022.
The Department of Statistics also indicated that the revised economic participation rate for residents (labor force relative to the population aged 15 and over) was 40.5% in the third quarter of 2025, compared with 41.6% in the third quarter of 2024, while the revised economic participation rate for males was 61.7% in the third quarter of 2025 compared with 62.2% for the third quarter of 2024.
The revised economic participation rate for females was 16.6% in the third quarter of 2025 compared with 18.2% in the third quarter of 2024, showing a decrease of 1.6 percentage points between the two periods, noting that the economic participation rate for females in Arab countries is 18.1%.
The results also showed a clear disparity in the distribution of the labor force according to educational level and gender, with 50.6% of the total female labor force having a bachelor's degree or higher compared to 15.7% among males.
The results indicated that 52.1% of the total male labor force had education levels below high school compared to 23.1% among females, and the percentage of Jordanian males working in the government sector to the total employed in this sector was 78.1%, and 21.9% for females.
The results also revealed that the unemployment rate among Jordanians/Jordanian residents only was 21.4% during the third quarter of 2025, down by 0.1 percentage points from the third quarter of 2024 where it was 21.5%, and up by 0.1 percentage points from the second quarter of 2025 where it was 21.3%, and the unemployment rate for Jordanians decreased by 1.7 percentage points over the past three years (compared to the same quarter in 2022).
The unemployment rate among males was 18.0% during the third quarter of 2025, down by 0.3 percentage points compared to the third quarter of 2024, and down by 0.1 percentage points from the preceding quarter, and the unemployment rate among Jordanian males decreased by 4.4 percentage points since 2021.
The unemployment rate among females was 33.9% during the third quarter of 2025, up by 0.6 percentage points compared to the third quarter of 2024, and up by 1.1 percentage points from the previous quarter.
The results indicated that 59.1% of the total Jordanian unemployed held a high school diploma or higher, and 40.3% had qualifications less than high school.
At the level of governorates, the highest unemployment rate among Jordanians was registered in Ma'an Governorate at 29.4%, and the lowest rate of unemployment was in Karak Governorate at 17.3%.
The unemployment rate for Jordanians aged 24 and above was 17.2%, including 13.5% for males and 30.1% for females.
The employment rate for Jordanians (ratio of employed to labor force) was 78.6% during the third quarter of 2025, including (82.0% for males compared to 66.1% for females), and the employment rate increased by 1.7 percentage points over three years (compared to the same quarter of 2022.
The percentage of employed from the total population aged 23 years and over was 31.5% during the third quarter of 2025, while the percentage of employed holding qualifications less than high school was 49.2%, and the percentage of those with a high school diploma was 9.3%, while the employed holding qualifications higher than high school was 41.1%, and the percentage of employed who were salaried was 85.1%, including (82.9% for males compared to 95.0% for females).
Data from the third quarter of 2025 showed an increase in the percentage of foreign labor to 46.4% of total employed, compared with 46.1% during the same period of 2024, recording an increase of 0.3 percentage points.
The revised economic participation rate (labor force relative to the population aged 15 years and over) was 33.4% in the third quarter of 2025, compared with 34.3% in the third quarter of 2024, while the revised economic participation rate for males was 52.4% in the third quarter of 2025 compared with 53.6% for the third quarter of 2024.
The revised economic participation rate for females was 14.4% in the third quarter of 2025 compared with 14.8% in the third quarter of 2024, showing a decrease of 0.4 percentage points between the two periods, noting that the economic participation rate for females in Arab countries is 18.1%.
The results also showed a clear disparity in the distribution of the labor force according to educational level and gender, with 74.3% of the total female labor force having a bachelor's degree or higher compared to 26.1% among males.
The results indicated that 58.0% of the total male labor force had education levels below high school compared to 8.3% among females, and the percentage of Jordanian male workers in the government sector to the total employed in this sector was 78.1%, and 21.9% for females.
And the results highlighted that the unemployment rate among non-Jordanians included the following indicators for non-Jordanian residents only, as follows:
The unemployment rate among non-Jordanian residents was 9.2% during the third quarter of 2025, down by 0.3 percentage points from the second quarter of 2025, and the unemployment rate among non-Jordanian males was 8.1% during the third quarter of 2025, down by 1.3 percentage points from the preceding quarter.
The unemployment rate among non-Jordanian females was 14.7% during the third quarter of 2025, up by 47% percentage points compared to the previous quarter, while the unemployment rate for non-Jordanians aged 24 and over was 7.1%, including 6.4% for males and 11.5% for females.
The revised economic participation rate for non-Jordanian residents (labor force relative to the population aged 15 years and over) was 56.7% in the third quarter of 2025, and the revised economic participation rate for non-Jordanian males was 79.3% in the third quarter of 2025, and for non-Jordanian females, it was 23% in the third quarter of 2025.
It should be noted that the labor force survey includes a sample of 16,560 households distributed across all governorates of the Kingdom, representing urban and rural areas and governorates, and the labor force survey is conducted in the middle of each quarter, providing data reflecting the reality of the entire third quarter (July, August, September), and individuals are asked whether they have sought work during the four weeks prior to the interview day according to the international recommendations adopted in the Kingdom.
