Decrease in Licensed Building Areas in Jordan

Khaberni - The Department of Statistics issued its monthly report on urban activity and building permits in Jordan, showing a noticeable increase in the total area of licensed buildings during the first nine months of 2025.

According to the report, the total licensed building areas amounted to 7.18 million square meters, compared to 6.36 million square meters for the same period in 2024, registering an increase of 13%.

The report also noted that the total number of building permits issued during the same period reached 18,248 permits, an increase of 6% compared to 17,207 permits in the same period of 2024.

On the monthly performance front, urban activity in September 2025 saw a decline in licensed areas, where it decreased from 852,000 square meters in August 2025 to 740,000 square meters in September 2025, a decrease of 13%.

The data showed that areas licensed for residential purposes constituted the largest part of the total licensed areas, amounting to about 5.6 million square meters, compared to 5.1 million square meters during the same period of 2024, an increase of 10%.

As for the areas licensed for non-residential purposes; it amounted to about 1.60 million square meters, compared to 1.26 million square meters in the same period of 2024, an increase of 27%.

Thus, residential purpose areas constituted 77.7% of the total licensed areas, while non-residential purpose areas constituted 22.3%.

At the regional level, the Central Region accounted for 71% of the total licensed building area in the kingdom, registering an increase of 5.7%. In contrast, the Northern Region recorded 20.4% of the total licensed areas, with a decrease of 10.5%, while the Southern Region accounted for 8.6%, with a decrease of 14%.

Regarding the relative distribution of licensed residential areas by population in the provinces, the Capital Province recorded the highest percentage, reaching 13% of the total licensed areas, with an area of 0.631 square meters per person.

Meanwhile, Mafraq Province recorded the lowest percentage of the relative distribution of residential areas, where it reached 4.6%; with an area of 0.225 square meters per person.

The areas licensed for new buildings and additions to existing buildings constituted 66.2% of the total licensed areas during the first nine months of 2025.

The total licensed area for this purpose was about 4.75 million square meters, compared to 4.05 million square meters during the same period of 2024, an increase of 17.3%. Meanwhile, the areas licensed for existing buildings accounted for 33.8% of the total licensed areas.

The Department of Statistics is considered an important source of data used by the concerned authorities in urban planning and public policy formulation through its monthly survey of building permits.

This data provides vital indicators about the construction sector's activity, which helps in making decisions based on realistic facts. It should be noted that this data does not include government projects that are licensed by licensing authorities, as they are included in separate surveys.

The indicators point to a continuous growth in urban activity in Jordan during the first nine months of 2025, with a noticeable increase in the number of licenses and licensed areas. The residential sector remains the fastest growing, while the non-residential sector also shows significant development, reflecting the diversity of urban needs in the Jordanian market.
