The Cabinet decided in its session, held today, Sunday, chaired by the Prime Minister Dr. Ja'far Hassan, to approve the justification for a draft amendment to the system of the Student Support Fund in official Jordanian universities for the year 2025; in preparation for sending it to the Legislation and Opinion Bureau for completing the necessary procedures, with an urgent status granted.
The proposed amendments address some provisions of the system to align it with the provisions of the Higher Education and Scientific Research Law and its amendments number (17) for the year 2018, and the legislative provision concerning the task of the Ministry of Higher Education and Scientific Research to provide scholarships and loans to students in official universities according to this system.
The amendments reflect the government's commitment to reviewing and improving legislation, especially those directly affecting students, such as achieving the principle of justice and equality of opportunities, and delivering support to deserving students based on clear criteria and standards.
Under the proposed amendments, the number of full scholarships allocated to top-ranking students in each district will be increased from six to eight, along with an expansion in humanitarian cases through including disability of the head of the family among the criteria that allow a student to benefit from the scholarships, provided that they have obtained the disability identification card issued by the Higher Council for the Rights of Persons with Disabilities.
The draft system includes allocating 5 percent of the partial scholarships and loans offered by the fund, to students who meet the conditions to benefit from the Royal Grant for children of teachers working in the Ministry of Education in each district.
Under the system, the marks allocated for competition among students to obtain the scholarships provisioned by the fund will be 1000 marks, of which 400 marks are for the student's academic situation, 300 marks for those registered in the National Aid Fund, and 200 marks for those who have siblings in universities with a maximum of two siblings, in addition to 100 marks for the student's residential location in relation to the university where the student studies (25 marks if the residence is within the district where the university is located, 50 marks for those living outside the district, 75 marks for those residing in other provinces, and 100 marks for those residing in a province outside the region).
