The Full Text of the American Project on the International Transitional Authority in Gaza

Khaberni - Informed sources revealed the full text of the United Nations resolution that the United States intends to put to a vote in the Security Council, which proposes the establishment of an "International Transitional Authority in Gaza (GITA)" aimed at managing the sector after the end of military operations. The project details the administrative, financial, and security structure of this new authority and defines the mechanisms of international oversight over it.

First: Formation and Superior Administrative Structure

The decision stipulates that the UN Security Council is the entity that will issue the founding resolution of the authority and give it the legal basis. The structure is divided as follows:

• GITA Board: This is the highest political and strategic body overseeing all components, appointing commissioners, and monitoring overall performance. It consists of seven to ten members, including a president, appointed through international coordination, and includes at least one Palestinian representative, a high-ranking UN official, and international economic figures such as Naguib Sawiris and others, in addition to members from Islamic countries to ensure regional legitimacy. The council issues binding decisions, approves laws, outlines strategic directions, and reports to the Security Council.

• Presidency of the Council: This is the highest political leader and the official spokesperson for GITA, leading strategic coordination and foreign diplomacy, and overseeing sensitive files such as security and negotiation, and directly supervising the executive secretariat.

• Executive Secretariat: Represents the daily administration center and the central administrative apparatus for GITA, coordinates among all units, directly oversees the Palestinian executive apparatus to ensure performance and discipline, and manages human and financial resources and budgeting.

Second: Pillars of Strategic Oversight and Executive Authority

Five specialized commissioners supervise performance, not providing direct services but monitoring and regulating performance in the fields of humanitarian oversight, reconstruction oversight, legislative and legal oversight, security, and coordination with the Palestinian Authority.

• Palestinian Executive Authority: This is the executive arm that provides public services and is headed by an executive director appointed by the GITA council. It oversees specialized ministries such as health, education, infrastructure, finance, labor, justice, and police, and is subject to the supervision of the Executive Secretariat.

• Municipalities, Police, and Judiciary: Municipalities are responsible for local services, and their leaders are appointed by a decision from the GITA council. The Palestinian civil police is a non-partisan professional force for maintaining order and coordinates in the field with the international force. The judicial council oversees courts and the public prosecutor's office, focusing on a distinguished Arab judge.

Third: Security and Financial Aspect

• International Stabilization Force: This is a multinational force tasked with ensuring public security, preventing the return of armed factions, securing crossings and borders, and protecting reconstruction and relief projects. It operates in full coordination with the Palestinian police without being part of it, and is subject to internationally agreed upon rules of engagement.

• External Security Coordination: Conducted at three levels, the highest being the strategic level led by the president of the GITA council in consultation with Egypt, Israel, and the United States to settle major crises.

• Economic and Financial Bodies: An Economic Development and Investment Authority in Gaza (GIDA) is established as an independent economic authority, while a financial grants and accountability facility manages all donations through transparent mechanisms, and is managed by a neutral financial agent like the World Bank.

• Financial Model: The budget is spread over three ascending years, excluding the costs of the international force and reconstruction projects. The initial phase is managed from temporary headquarters in El Arish, Amman, or Cairo until full deployment inside Gaza.
