Khaberni - The Israeli Knesset votes on Wednesday on the "Prisoners' Death Penalty Bill," after it was approved by the "Security" committee on Monday. This bill permits the execution of Palestinian prisoners.
Israeli media reported that the Prime Minister of the occupation, Benjamin Netanyahu, greenlit the bill, and that the committee approved it and referred it to the Knesset plenum for discussion and voting in the upcoming legislative stages. It is expected to be brought to vote next Wednesday.
A parliamentary committee of the Knesset endorsed the "Execution of Palestinian Prisoners Bill" on September 29, in preparation for its first reading vote.
The law is part of the agreements signed to forge a coalition government headed by the leader of the "Likud" party, Benjamin Netanyahu, and the head of "Jewish Power", Itamar Ben Gvir, in late 2022.
The Prisoners' Death Penalty Bill is not new, as it has been repeatedly proposed over the past years, with the most recent being in 2022 when the extremist minister Ben Gvir reintroduced it with a set of amendments, until it was approved by the Knesset in a preliminary reading in March 2023.
The bill stipulates "the infliction of the death penalty on anyone who intentionally or through indifference causes the death of an Israeli citizen motivated by racism or hatred and to harm Israel".
The legislation process in Israel goes through several stages, starting with the drafting of a bill by a Knesset member or a government committee, as detailed on the Knesset's website.
In a specially convened meeting, the Knesset presidency approves the bills that reach it and are presented on the same day to the Knesset plenum for approval in the preliminary reading, where they are examined to decide whether to approve or reject them, then passed to a parliamentary committee to prepare for the first reading.
If the proposed laws are submitted by the government and not by a Knesset member, as is the case with the death penalty law, or by Knesset committees, they do not undergo preliminary deliberations and start from the first reading stage. Proposals for laws are published for the first reading in an official bulletin, then voted on to either drop the laws or subject them to deliberations.
If the proposal passes the approval in the first reading, it is forwarded to a specialized committee in the Knesset to prepare it for the second and third readings. After the committee concludes its deliberations, the laws undergo further deliberations in the general assembly, and then the vote in the second and third readings takes place.
After approval of the proposal in the three readings, it becomes part of the State of Israel's law book, is published in "the records" after being officially drafted, and becomes enforceable.
The push to pass this extremist law comes as part of a genocide war waged by the Israeli occupation against the Palestinian people in Gaza and the West Bank, since October 7 last year.
