Khaberni - The European Commission adopted an executive decision to finance a multi-year action plan with Jordan for the period 2025–2027, with a total value of 228 million euros, aiming to enhance the strategic and comprehensive partnership between the two sides, and support security, economic development, human capital development, and government reforms.
The decision, a copy of which was provided to "Khaberni", states that this plan will be funded from the EU budgets over three years, with 93 million euros allocated for 2025, 74 million euros for 2026, and 61 million euros for 2027. It also provides financial flexibility to reallocate funds within certain limits not exceeding 20% of the annual financing value.
The executive plan covers comprehensive areas that support the five pillars of the European-Jordanian partnership, which include enhancing political relations and regional cooperation, supporting security and defense aspects, developing the economy and creating job opportunities, developing human capital, and managing migration and the protection and support of refugees in the kingdom.
The funding will focus on improving border management and enhancing internal security through supporting policies that facilitate trade movement and regular immigration and improving the efficiency of the border protection system.
The program also aims to enhance the resilience of the Jordanian economy through supporting the investment environment and encouraging local and foreign investments that boost growth and job opportunities.
The decision particularly emphasizes the development of human capital and the empowerment of women and individuals from less fortunate groups, including those with disabilities, alongside providing direct financial support to the general budget as part of a comprehensive national modernization program aimed at improving governance and enhancing sustainable growth.
The decision is consistent with the European guidance program for Jordan 2021–2027, which focuses on improving governance and enhancing economic growth and job creation and developing human resources. It also supports the implementation of the European Union's directives within the framework of the European Green Deal and the standards for official development assistance.
Through this decision, the European Union reaffirms its continued commitment to supporting Jordan and enhancing its capacity to implement economic and social reforms, continue its pivotal role in the region, and support its efforts in hosting refugees and enhancing regional stability and security.
110 million euros to support modernization plans
The European Commission approved a program worth 110 million euros, lasting until 2027, to support the path of economic and general modernization and to enhance the national economy's capacity to create job opportunities and increase growth and investment.
The funding will be disbursed over three annual installments, divided as 48 million euros in 2025, 24 million euros in 2026, and 38 million euros in 2027, to support the government's efforts in implementing the economic modernization vision priorities for 2022–2033 and the public sector modernization program, and to enhance financial stability and economic capacity amidst the current regional and international challenges.
The European program focuses on supporting financial governance reforms and economic administration, including expanding the productive economic base, enhancing the business environment, promoting transparency and financial efficiency, and developing public debt management tools and government spending, contributing to establishing more flexible and sustainable fiscal foundations.
Additionally, the funding focuses on supporting the transition to a green renewable economy, through enhancing renewable energy and electrical storage projects, improving the energy and water.usage_efficiency, and supporting industrial initiatives related to the low-carbon economy, and enabling Jordan to develop the necessary infrastructure for green hydrogen projects and the circular economy, aligning with the European approach to enhancing energy security and sustainable transition.
The program also focuses on expanding employment opportunities and entrepreneurship, elevating vocational training and sectoral qualification services, enhancing the role of women and youth in the labor market, and enabling entrepreneurial initiatives and innovation, in line with the national goals of increasing economic participation and promoting inclusive growth.
63 million euros to support investment and growth
The European Union allocated 63 million euros to support the Jordanian economy and enhance competitiveness, investments, and trade during the period between 2025 and 2027, as part of the strategic partnership and comprehensive partnership between Jordan and the European Union launched in January 2025 with a total value of 3 billion euros.
The European funding will be spent over three stages, including 20 million euros in 2025, 20 million euros in 2026, and 23 million euros in 2027, to support government projects and programs that contribute to improving the business environment and strengthening high-value-added economic sectors, and enabling small and medium-enterprises to access markets and enhance their competitiveness.
The program focuses on enhancing the Jordanian economy's ability to face regional and global challenges by expanding trade and investment opportunities, improving the economic connection between Jordan and the European Union, and enhancing the kingdom's integration with international value chains. It includes support for developing trading and investment-related systems and policies, facilitating regulatory procedures, and enhancing Jordan's attractiveness for European and international investments, in line with the economic modernization vision.
The program pays special attention to the digital economy and technological transformation, through supporting digital entrepreneurship and innovation, enhancing the legislative environment associated with the digital economy and cyber security, and technical standards, and enabling Jordanian companies to expand into regional and European markets through advanced digital solutions.
In addition, the program supports enhancing green transition paths and sustainable energy and water through updating regulatory frameworks for these vital sectors, developing investment-friendly environments for renewable energy and water resources, improving economic governance, and developing the capacities of public institutions to manage major development projects within transparency and efficiency standards.
55 million euros to support education and security capabilities
The European Union allocated new funding of 25 million euros to support Jordan's efforts in enhancing integrated border management and raising the efficiency of security agencies in facing increasing regional threats, within the multi-year executive program for the period 2025–2027.
The decision stipulates the allocation of 15 million euros in 2025, and 10 million euros in 2026, while an additional investment grant of 10 million euros is planned for 2027 with a separate decision to enhance the strategic impact of the program.
The European support focuses on developing the border management system and enhancing public security capabilities in combating modern threats, including terrorism, organized crime, human trafficking, drug smuggling, and cybercrimes.
The Union also launched a new program to support human capital development in Jordan with a value of 30 million euros; allocated over two installments: 10 million euros in 2025 and 20 million euros in 2026, implemented over five years, aimed at enhancing education, social protection, and the participation of women, the disabled, and youth in public life.
The program focuses on developing education and vocational training, particularly vocational education at the secondary stage, by enhancing practical skills aligned with market needs and promoting enrollment in vocational paths. It also targets improving the quality of basic education by developing teacher training and raising reading, writing, and arithmetic levels in early stages, contributing to building a strong educational base for the Jordanian youth.
In the area of social protection, the program works to expand the range of social services offered to the most vulnerable groups, with special attention to women and the disabled, and enhancing the ability of social development centers to provide comprehensive services, in addition to supporting innovative initiatives to increase women's participation in the labor market, including promoting flexible work and social protection for working women.
The program also includes support for the political modernization path in Jordan by enhancing the participation of women, youth, and the disabled in political life and decision-making, developing the capabilities of political parties, and expanding civic and electoral awareness programs according to the recommendations of the European election monitoring mission for 2024.
