9 Benefits for Those Whose Citizenship Has Been Withdrawn in Kuwait

Khaberni - The Kuwaiti Cabinet issued a directive to the acting Minister of Finance, Dr. Subaih Al-Mukhaizim, outlining the benefits decided by the government for those whose citizenships have been withdrawn, allowing them to keep these benefits if they had previously acquired citizenship according to the text of Article Five / Third, from what is called "1965 enumeration group," and for those who acquired it with them through dependency.

According to the directive obtained by Al-Qabas, the benefits decided by the Cabinet include:

First: 1 - Permitting travel with Kuwaiti passports for four months from the date the decree of citizenship withdrawal is issued and published in the Official Gazette, with the obligation to adjust the status within a year from the date of the decree’s issuance and its publication in the Official Gazette to ensure continued eligibility for the benefits. Note that after the deadline, those who have not adjusted their legal status in the country within that period will not enjoy these benefits, and must undertake all necessary actions by reviewing the embassy to extract a passport, and the concerned person must begin the procedure within the first three months from the start of the deadline, providing proof thereof. Should it become evident that no sincere actions to adjust the status were taken in the first three months, the benefits will be cancelled.

2 - Continuation of employment in the government sector or state-owned companies according to contracts issued by the Civil Service Commission and special contracts from state-owned companies, without the right to hold leadership or supervisory positions.

3- The right to education provided by the state prior to the withdrawal of nationality as follows:

Continuation of education at all educational levels (primary - intermediate - secondary).

Continuation of studies for diplomas, university degrees, or postgraduate studies that were commenced before the withdrawal of citizenship.

Continuation of studies on domestic or foreign scholarships that were granted before the withdrawal of citizenship.

4- Continuation of ownership of one private residence inside the State of Kuwait, excluding those who owned more than one private residence before the withdrawal of citizenship (for example, if they had more than one family, they may retain more than one residence, and it must be utilized for private residential purposes).

5: Retaining the housing provided to them before the withdrawal of their citizenship according to the following terms and conditions:

Those who completed the construction of the housing unit and received all payments from the Credit Bank will keep the residence, provided they commit to repaying the full amount received from the Credit Bank within a period not exceeding one year from the date of publication of the decree of citizenship withdrawal in the Official Gazette.

Those who received the building permit and began construction are committed to completing the construction and finishing the building on their own expense, and paying the value of what was received from the Credit Bank within two years from the date of publication of the decree of citizenship withdrawal in the Official Gazette.

Those who extracted the building license and did not commence construction will retain the granted land and are committed to building on it at their own expense as a private residence for them and their family within a period not exceeding two years from the date of publication of the decree of citizenship withdrawal in the Official Gazette.

6- Continuation of sponsoring domestic workers and owning private vehicles according to the applicable regulations.

7 - Continued right to trade, buy, and sell stocks, bonds, and securities in the stock market or securities market for individuals and companies owned by persons whose citizenships have been withdrawn.

8- Continued allowance for those whose citizenships have been withdrawn to pay off loans and financing contracts previously obtained from the National Fund for Small and Medium Enterprise Development under the same contracted conditions, as well as continuing to receive the same benefits and incentives stipulated for small and medium enterprise owners under Law No. 98 of 2013 and its amendments.

9- Tasking the Public Institution for Housing Care to continue granting the following benefits to those whose citizenships have been withdrawn and previously acquired under the text of the article "Fifth / Third" as follows:

A- Involvement in ownership documents for alternative residential options with ownership rights.

B - Their continued and their families' enjoyment of the government-rented housing already leased to them for five years, with the cancellation of registered housing applications for this group and not recording future applications for them.

C- Continuation of the registered request along with their only Kuwaiti son - according to Article 2/7 of the Housing Care Regulation.

Secondly: The individuals covered by the above provisions are not treated as Kuwaitis with the following rights:

A- Rights to use public state properties such as chalets, barns, agricultural, industrial, and commercial plots, and more, with a five-year grace period for them to settle their situation by relinquishing them without any prescribed fees for their first-degree relatives provided they are Kuwaiti nationals.

B - For commercial, investment, industrial properties, and empty lands privately owned by those whose citizenship has been withdrawn, a period not exceeding five years is granted to transfer their ownership through sale, gift, or assignment to settle their situation.

Thirdly: Immediate ceasing of the prescribed benefits in any of the following cases:

A- Issuance of a final judgment in a felony or in a crime compromising honor or trust, or one of the state security crimes, or crimes against the divine being or the prophets or the Emir’s persona.

B- Non-compliance with the conditions of status adjustment by not restoring the original citizenship or not obtaining an official document valid in the State of Kuwait for residence within a year from the date of publication of the withdrawal decree in the Official Gazette.

Fourthly: Status adjustment does not prevent filing a grievance with the special grievance committee for withdrawal and dropping of Kuwaiti citizenship formed by the decision of the Cabinet number 207 of the year 2025 and modified by the decision number 493 of the year 2025.
