Khaberni - Article 3 of the internal regulations for the House of Representatives specifies who chairs the first session before the election of a president and his assistant.
It is mentioned in the article: "The eldest in representation will assume the presidency. If more than one deputy is equal in seniority, then the deputy with the most terms in office, and if they are equal, the eldest among them takes over. They are assisted by the two youngest present members in age. If it becomes impossible for any of them to carry out their duty for any reason, they may be replaced by the next one in age, and their task ends with the election of the council president."
The same article also prohibits anyone who presides over the opening session from running for the position of the Speaker of the House in the session.
With the application of the internal regulations to the second regular session of the 20th House of Representatives, the deputy Majhem Al-Sakour, who first entered the council in 1997 as a member of the thirteenth council, chairs the opening session.
If Al-Sakour is absent from the opening session or wishes to run for the presidency of the council, he would be followed in seniority by the deputy Musa Al-Wahsh who first became a deputy in the fourteenth council in 2003.
The president is assisted by the two youngest attending members in the council, Deputy Malik Al-Tahrawi and Deputy Mohammed Al-Jarrah, if they do not absent from attending the session.
