Khaberni - The Public Budget Law project for the year 2026 tops the priority list of the House of Deputies during the second regular session, which begins its work on Sunday after His Majesty King Abdullah II bin Al-Hussein delivers the Throne Speech, marking the start of the new session.
The Public Budget Law is one of the most anticipated legislations in this session, as the government is supposed to submit the Public Budget Law project and the government units’ budgets law project to the House of Deputies by no later than November 15, 2025, according to the provisions of the Jordanian Constitution.
Observers expect a higher level of coordination between the legislative and executive authorities during this session, given the current economic challenges, and the pursuit to enact legislations that support financial and economic stability and promote social justice.
The parliamentary committees will be at the core of parliamentary work during this session, as they are concerned with studying the law projects in detail, and listening to the opinions of experts and representatives of various sectors before making recommendations to the council.
Observers believe that the upcoming session represents an opportunity to enhance citizens' trust in the council through a more effective performance in oversight and legislation, along with activating the national dialogue on economic and living issues, which translates the directives of His Majesty King Abdullah II towards an effective and influential parliament in the modernization path.
Laws in front of the committees
During the second regular session, the Legal Committee discusses, "Law Regulating the Profession of Legal Accounting, and Credit Information Law, (in partnership with the Committee on Economy and Investment), and the Law Project on Ratifying the Mutual Legal Assistance Treaty in Criminal Matters between Jordan and the United States, and an Amended Law for the Dentists Syndicate Law."
The Committee on Economy and Investment discusses, "Foreign Currency Monitoring Law, and Amended Law for the Companies Law, and Amended Law for Ratification of the Concession Granted to the Arab Potash Company, and Chambers of Commerce Law, and Credit Information Law (in partnership with the Legal Committee), Amended Law for the Additional Tax Law, Amended Law for the General Sales Tax Law, Law Ratifying the Free Trade Area Agreement between Jordan and Turkey, Law Project on Cancelling the Ratification of the Free Trade Area Agreement between Jordan and Turkey, Law Project on Information Exchange and Disclosure in the Mutual Report in Implementation of the International Agreements Jordan Has Ratified, Its Provisions, Terms, and Procedures, and Law Regulating the Profession of Legal Accounting, Amended Law for the Competition Law."
The Administrative Parliamentary Committee will discuss, "Law Regulating Cities and Villages and Buildings for the year 1966, and Amended Law for the Law Regulating Cities and Villages and Buildings for the years 1967, 1973, 1975, 1978, and 1979."
The Agricultural and Water Committee will present during the second session, "Jordan Agricultural Chambers Law for the year 2008."
And Prime Minister Jaafar Hassan had decided in August 2025, to retrieve law projects, the Building and Land Tax for the year 2025, the Social Security for the year 2024, and the Amended Law of Mediation for Civil Disputes Settlement for the year 2019, and Amended Law of the Land Transport Regulatory Authority from the House of Deputies; to broaden the discussion around them with concerned sectors and involvement before resending them to the council.
