Ban on riding delivery motorcycles in these areas in the UAE

Khaberni - The Roads and Transport Authority, and the General Command of Dubai Police, announced the regulation of driving delivery motorcycles on highways in Dubai streets, effective from the upcoming first of November, where drivers of delivery motorcycles are prohibited from driving in the two leftmost fast lanes on streets that consist of five lanes or more, and from driving in the leftmost fast lane on streets made up of three or four lanes, while streets consisting of two lanes or less do not prevent delivery motorcycle drivers from driving on them.

The Executive Director of the Traffic and Roads Agency at the Authority, Hussein Al Banna, said, "The announcement of the regulation of riding delivery motorcycles on highways in Dubai streets came as a result of continuous and diligent work coordinated with partners in government and private sectors to ensure driver safety. This sector plays a pivotal role in supporting the wheel of economic development and effectively contributes to raising the level of services provided and achieving standards of health, safety, and sustainability, especially as it aligns with the goals of the Dubai Economic Agenda (D33) aiming to double the size of the emirate's economy in the coming years, in addition to updating and developing laws and legislation that enhance the experience of transport and delivery and road user safety, which are among the main priorities of the authority,”.

Al Banna added, "The decision comes in light of the significant growth witnessed by the order delivery sector over the recent years, in terms of the volume of demand and the number of motorcycles operating on the streets of Dubai. The decision was based on specialized traffic studies, technical standards, and guidelines within the regulatory framework adopted by the Authority to govern this vital and important sector, to be in line with the best global practices and the approved road map that regulates all areas of security and safety in delivery operations, where a series of meetings and consultations with partners from government and private entities and consulting firms were held over the past months to discuss and review the procedures capable of developing the regulation of this sector, and determine requirements to ensure the safety of drivers and road users, thereby enhancing safety on the roads of the emirate,”.

Al Banna noted that the authority will work with Dubai Police, the Department of Economy and Tourism in Dubai, and partners in the order delivery sector to monitor and track the commitment of drivers to not drive delivery motorcycles in fast lanes of streets that have more than five lanes, and not to drive in the fast lane of streets consisting of three or four lanes.

Al Banna pointed out that the authority will work on placing signs indicating the prohibition of commercial motorcycles on guidance panels in Dubai streets to indicate the lanes where driving is prohibited, and these signs will be alongside signs for trucks and heavy vehicles previously banned from moving in fast lanes.

He stated that the new measures for banning the riding of delivery motorcycles on fast lanes will be introduced through an educational media campaign across multiple media and advertising channels, in cooperation with delivery sector companies in the emirate.

The Assistant Commander-in-Chief for Operations Affairs at Dubai Police, Major General Saif Muhair Al Mazrouei, affirmed that the strategic partnership and distinguished relationship between Dubai Police and the Roads and Transport Authority contributed to enhancing the level of coordination and joint work, and achieving the targets of the Traffic Safety Strategy in reducing fatalities from traffic accidents in Dubai.

He affirmed that the decision to ban the riding of delivery motorcycles on fast lanes in Dubai streets comes within the framework of continued efforts between Dubai Police and the Roads and Transport Authority to implement the five-year executive plan for the Traffic Safety Strategy, which includes four main pillars: the enforcement and control pillar, the engineering of roads and vehicles pillar, the traffic awareness pillar, and the systems and management pillar. It also contributes to efforts aimed at achieving the highest levels of traffic safety, enhancing compliance with the traffic law, as well as controlling and regulating their movement, and preventing accidents that could have serious consequences for road users.

He explained that drivers violating the rules will be fined 500 dirhams for the first offense, 700 dirhams if the violation is repeated, and the permit will be suspended if the violation is repeated for the third time. Also, delivery motorcycle drivers who drive at speeds exceeding 100 km/h on streets with a speed limit of 100 km or more will be fined 200 dirhams for the first time, 300 dirhams for the second time, and 400 dirhams for the third time.

He affirmed that the traffic statistics showed a worrying increase in the number of motorcycle accidents (order delivery), due to the non-compliance of some drivers with traffic laws and their reckless behavior on highways, which poses a serious risk to their lives and the lives of other road users. He stated that Dubai Police reports revealed that 854 traffic accidents occurred last year, and 962 traffic accidents occurred during 2025, due to violations and infringements by drivers of this category of vehicles.

He pointed out that Dubai Police issued 70,166 violations last year against motorcycle drivers of the "order delivery" category for non-compliance with traffic laws and this number has risen to 78,386 violations during the past nine months of this year, reflecting the continuation of some wrong behaviors.

He noted that motorcycles are among the most prone to fatal accidents, due to the lack of a protective structure around the driver, and the high possibility of losing control at high speeds. He emphasized that the decision to ban the riding of delivery motorcycles on fast lanes in the emirate's streets will significantly contribute to correcting driver behaviors, raising the level of traffic discipline, which will positively reflect on reducing the number of deaths and injuries in the coming years, confirming that the decision comes within a proactive approach to protect lives and enhance safety on the roads.

The Roads and Transport Authority and the General Command of Dubai Police have affirmed the recognition of companies whose drivers adhere to the specified lanes for them within the category of outstanding and compliant companies with laws and regulations related to not driving on fast lanes, within the “Excellence Award for the Order Delivery Sector” for companies to provide competitiveness among companies operating in this sector, enhance road safety for users, comply with traffic rules and regulations, in addition to raising the level of quality and excellence in providing services to customers.
