Starting the Implementation of the Second Phase of Localizing Four Health Professions in Saudi Arabia

Khaberni - The Ministry of Human Resources and Social Development, in partnership with the Ministry of Health, reveals the commencement of the second phase of the decision to raise the Saudization rates for four health professions in the private sector, starting today, October 17, 2025, according to approved professional definitions and titles.

This decision is part of the ministries' efforts to enhance the participation of national qualifications in the healthcare labor market, and to provide productive and stimulating job opportunities for citizens, supporting the strategic objectives of the labor market and the health sector transformation program, in alignment with the Saudi Vision 2030 goals.

Saudization rates and minimum wage
The decision includes increasing the Saudization rates in the targeted health professions, which are therapeutic nutrition and physical therapy: 80%, medical laboratories: 70%, radiology: 65%, the decision also sets the minimum wage at 7,000 riyals for specialists and 5,000 riyals for technicians, applicable to all health institutions across various regions of the kingdom.

The ministry clarified that it has made available on its website the procedural guides that detail the decision and its implementation mechanisms, calling on health institutions to comply with the decision to avoid regulatory penalties.

The ministry confirmed that private sector institutions will benefit from the support programs and incentives provided by the human resources and social development network, including support for recruitment, training, qualification, employment, and job continuity processes, in addition to priority benefits from the Human Resources Development Fund (Hadaf) programs.

Monitoring and Implementation
For its part, the Ministry of Health is responsible for monitoring the implementation of the decision in a manner that matches labor market needs, ensuring the achievement of Saudization goals and improving healthcare services quality, while the ministries continue to enhance their joint national efforts to empower national qualifications and increase their participation in the labor market, achieving the goals of sustainable development and the Saudi Vision 2030.
