Kuwait Official cancellation of the health insurance law for retirees

Khaberni - A decree by law number (141) for the year 2025 was issued to cancel the health insurance law on retired citizens, (Aafiya) about a year after a previous decree temporarily suspending the operation to study possible alternatives for providing healthcare services to this category.

The explanatory memorandum of the decree confirmed that the decision to cancel came after the practical application of the previous law showed deficiencies in competition among qualified insurance companies to provide the service, leading to negative outcomes such as poor quality of services provided compared to public money spent, in addition to a limited number of companies controlling the health insurance market.

The memorandum pointed out that during the period of suspension of the law, the state succeeded in providing full healthcare to retirees through its government institutions, demonstrating its ability to fulfill its health commitments to all citizens without the need for a private insurance system.

The government clarified that the experience proved the existence of a duplication in providing services between the public and private sectors, causing an increase in burdens on the general budget without effective return, which necessitated the final cancellation of the law to achieve a balance between public money and the public interest of the state and the targeted categories.
