Khaberni - The Greater Amman Municipality has issued instructions for controlling violations and assaults on public parks, recreational areas, and urban spaces for the year 2025.

The instructions included preparing an inspection and monitoring plan for public parks, recreational areas, and urban spaces within the boundaries of the Greater Amman Municipality by the Agriculture Department or the Parks and Desertification Control Department. It stipulates the distribution of inspection teams across parks to monitor and control assaults.

The instructions emphasized that it is prohibited for anyone to cause damage to aesthetic works, including fountains, waterfalls of all kinds, grass, gates, benches, irrigation networks, lighting poles and units, sports turf, shades, in addition to waste bins and any other aesthetic works or the like implemented by the Municipality inside the public parks, recreational areas, and urban spaces it oversees.

The instructions clarified that in the event of a complaint received through any available means of communication from a citizen, resident, visitor, or a member of the Municipality’s areas and departments or the upper management, the nearest inspection team is notified to proceed to the site of the incident and take necessary actions. This involves controlling the assaults by a team of two or more employees accompanied by the relevant security authorities (environmental police).

The inspection team will then show their official identification to the assailant, issue an assault report, fill in the necessary information, and describe the violation according to the specified form, either on paper or electronically, and have the assailant and the inspection team sign the assault report form "control organizers".

The instructions also referred to the inspection team's responsibility to confiscate the tools used in the assault, and to issue a report on them according to the designated form, either on paper or electronically. The items are not returned until a final court decision on the assailant’s non-liability is issued, and the assailant is given a copy of the report or notified by text message.

It was also explained that copies of all assault reports and seizures are digitally transferred to the relevant department for further processing to the court as per regulations, where these seizures are stored in the criminal evidence warehouse "criminal depositories" associated with the court.

Furthermore, the relevant department communicates with the administrative governor to compel the assailant to restore the situation to what it was before the assault, as required by Article (8) of the regulations.

The instructions clarified that in the event a vehicle owner flees the scene, the vehicle is circulated according to regulations through the Public Security Directorate so that the vehicle's license is not renewed until the owner rectifies the situation by visiting the Municipality.

The instructions set conditions for appointing an agriculture and forestry inspector, requiring at least a successfully completed high school diploma, passing certified training courses which include communication skills, specialized inspection training related to field inspection skills, report writing, assault report writing, and understanding governing legislations, and being of good conduct and not convicted of a felony or misdemeanor involving moral turpitude.

Regarding the duties of the agriculture and forestry inspector, the instructions specified committing to integrity and impartiality in carrying out their duties, wearing the uniform during duties, maintaining the cleanliness and appearance of the uniform, adhering to governing legislations, and not infringing upon the rights of citizens.

The instructions also defined the general specifications of the official uniform for agriculture and forestry inspectors, which includes a jacket bearing the logo of the Municipality and the logo of the Agriculture and Forestry Directorate, and a name badge showing the name and job title.


The responsibilities and duties of the Municipality based on these instructions include qualifying and training the agriculture and forestry inspectors on field duties and public interaction, conducting workshops to familiarize them with related legislations, spreading awareness among citizens about the importance of preserving public parks and facilities, providing communication channels for reporting vandalism and damage, encouraging the reporting of violations, and emphasizing the importance of the official uniform in enhancing the credibility of the agriculture and forestry inspector and protecting them from any assaults during their duties.
